When NoMi neighbors first notified me that Mahmood Khan was on the cover of the Star Tribune, my initial reaction was one of shock and disbelief. I wanted to fire off another heated post about irresponsible journalism. That is, until I read the article and saw Khan readily admit his shortcomings. The city "expects Edina, but this is not possible in this part of the world," said Khan, a Roseville resident. Thank you Mahmood for showing your true colors to anyone who wasn't already aware. North Minneapolis is apparently another part of the world than Edina, where quality housing simply isn't possible in Khan's vision.
For the record, the Strib article spells Khan's first name as Mahmoud. Given that city records show Khan owning a rental property at 2906 Emerson Ave N (where neighbors have reported suspicious drug dealing activity) and his name is spelled "Mahmood," that is the spelling I will continue to use here.
I want Khan's low standards to be exposed, even indirectly, in a cover story by the Strib. And I'm glad to see Stephen Meldahl included in the article too. Whenever the spotlight is on our problem landlords, that has to be considered a good thing. They'll either be exposed for what they are, or they will improve their performance knowing that the community and the press are watching.
That being said, the article did inspire me to do more than simply write an opinion piece. John Hoff routinely publishes the Hennepin County jail roster so that names show up on Google searches. The same thing can be done with slumlords who appear on...
...the city's "Holding Property Owners Accountable" website. Problem property owners are listed on Excel spreadsheets that can be downloaded, but don't come up on google searches. So first up, we have a list of landlords who have had rental licenses revoked. Notable names here include Morris Klock, Gregge Johnson, Aaron and Mary Durkop, and Mahmood Khan. It's unknown if "Terry Koenigs" is any relation to Paul Koenig, or if Kurt and Constance Helgason are related to one of the TJ Waconia principals.

Multiple violations - the most noteable that the windows have been broken since July 2010, including one window that is just a plastic sheet now. There are children living in this house. I have reported it multiple times, and I have had Tom lie to my face that he "fixed" the windows, while I could see the plastic sheet flapping in the wind. (He owns multiple properties and they are all awful.)

ReplyDeleteIt seems what he is advocating is even more progressive remedies for this problem. Solutions that go after the property owner rather than the structure.
Anon 10:54 is right. By purchasing cheap foreclosure under a LLC and deferring maintenance while collecting bloated Section 8 subsidies - these individual rental properties are expendable by the time the City revokes licensure. The Property Pimps have already milked them dry.
The City needs to start putting these "investments" into receivership and evoke stronger remedies like those outlined in the existing Nuisance Laws that ensure that "landlords" are taking personal responsibility and long term business strategies in our communities.
As much as I like brevity and snark, your point, Anony. 8:03, is much less ambiguous than 10:54's. If in fact your point was indeed 8:03's, I'm on their side. If 8:03 is just being an asshole and further adding insult to injury, screw them.

Tamera and Michael Pletan it appears are part of the TJ Waconia gang! A simple Google showed those two names all over the place as buyers and sellers with a lot of TJ Waconia houses.

I did more searching by changing the spelling of Tamera a few ways and I found that BOTH Tamera and Michael are licensed appraisers in Minnesota! Or WERE appraisers because, Michael LOST his license in 2008! There must be a story behind that!
I found that Tamara and Michael Pletan also owned Greenland Properties and that is another name that has had rental licenses revoked!

I admire your tenacity and perserverance.That is an impressive roster of derelicts who need to take a time out and behave, but first need to be beaten from pillar to post. Now we present the curious assumption that the folks on this list, or 99% of them anyhow, believe that they are of a higher class structure than those on the other end of the spectrum of let's keep a roof over our heads human neccessity said list. Well, how about a simple FUCK YOU and the alien ark that spit you out while passing by the planet. I always have had a special type of anger for those who think that their shit doesn't stink. I watch the City and Community beat around the bush in regards to holding local stakeholders (Investors and sociopathic residents) responsible for their actions and it makes me sick to see the constant references to aiding the poor.
"We can't expect landlords to be responsible and we need to over compensate them for the dismal conditions they provide for the poor. The poor will only trash a really nice place. The poor live in NoMi because it is on the bus line to good service jobs in Downtown Minneapolis. We don't dare make this a better community because it might displace these poor.
Being Poor does not equate to being ignorant or unlawful. Nomi should not be beholden to tolerating such behavior. The true poor become the victims either directly or by the tolerance that lets ignorance feed into such behaviors.
The City has taken the stance that it will address the symptoms of this social malady rather than the cause. Instead of isolating the source of the greed and nuisance behaviors using the progressive remedies mandated by law, it waits till overwhelming community outcry mandates action and then addresses the individual structures. Like trying to kill a tree by plucking its leaves. It takes a long time and leaves an ugly stump.
This list is a joke! Look at all the repeat names listed here. If the City were serious about eliminating problem properties wouldn't they try and go after the assets of the poverty pimps involved rather than wait till a property has racked up hundreds of thousands of dollars worth of assessments? Isn't that pretty much a sign that these landlords have written off those properties anyhow?

Regardless, You're right in what you've said about class and socio-economics. And it is not the poors fault, directly or indirectly in most cases. Poverty and class-struggle definitely reach massive geographic and historical proportion beyond Nomi. How are we going to address the underlying issues you have mentioned without becoming an anarcho-syndicalist, or straight-up socialist society? We're playing with the cards that we have been dealt in dealing with the issues we face as a local community and nation.
I realize that there are a ton of service jobs downtown and everywhere on our bus lines, but there are also high-paying and high-skill jobs as well. In my opinion, it's just going to be a matter of time before folks with particular high-income potential skill sets move back into Nomi for economical reasons as well. Look at the bickering from OPEC today! With more political influence from people with more connections and wealth moving back into Nomi, I think you'll see the city react to us just as they do, maybe not like they do to Kenwood residents, but react to other residents in Mpls. proper when it comes to getting things done. I think that this is going to be the only way the city is finally going to look beyond the symptoms and become more proactive in addressing North's issues. After that, I don't know. Maybe with more trains going up through Elk River and beyond, you'll find more poor folks moving to the exurbs like it's happened in most post-industrial first-world countries.

You wouldn't believe how many times "Greenland Properties LLC" gets mentioned on this list of 2008 tax assessments. Since the city website isn't searchable by name of owner, going through this document page is surprisingly helpful.
