Amecio Enge: Another Violent Criminal Taken Off the Streets

Editorial note:  I have searched extensively for a photo of Amecio Navaro (also shows up as Navro) Enge, but to no avail.  If any readers can provide one, I will replace the above photo.

The weekend was marred by another tragedy in north Minneapolis when Maurice (Mo) Meeks was killed and another man critically injured when a person named Amecio Navaro (also Navro) Enge drove his vehicle directly into a front porch and a crowd.  He was reportedly intoxicated, it's not known if drugs were involved, and the act was clearly intentional.  Earlier this year, we heard Chief Dolan and Mayor Rybak state that a big cause for the uptick in violent crimes was due to a small number of very violent offenders.  That was a tough pill to swallow for many dealing with the violence on a regular basis, but recent events might bear that theory out to some degree.

This is certainly the case for Navaro Enge, who was NOT a nice man.  He has a rather lengthy criminal history, which we'll get to.  But like Alonzo McCoy, the more telling part of his past may be what he was NOT charged with.  For Enge, that was...

...involvement in the shooting of Deasha Hazley seven years ago, which led to Don Samuels' hunger strike.  Several men (I'm sorry, I can't even call these scum "men."  There isn't a word low enough in the English language for them though.) approached a house off of 26th Ave N in Jordan and opened fire, hitting a 20-month-old infant.  Shortly after the shooting, police arrested three suspects.  Among the three, Amecio Navro Enge, then 19, was arrested for withholding information from the police.  (How's that "no snitching" movement helping our community now? I would ask.) 

Seven years later, Enge has now apparently killed at least one man through vehicular homicide.  If only he would have been locked up a looooong time ago.

Enge got started with the small potatoes first:  Two charges of loitering with intent, both a month and a half from each other.

    A couple of additional facts. The toddler that was shot that lead to Don's hunger strike = Kenya McKnight's neice. It was Kenya's sisters house and Kenya's sister's baby daddy that was holding a gang meeting in the house, which prompted the rival gang member to ambush the house.

    Maurice 'Mo' Meeks, the thug that was killed by the Ameico Enge's car this past weekend was no super citizen either. Here's his rap sheet:

    Unintentional Murder, Terrorist Threats, DWIs, Drugs, Assaults - I guess you live a thug life, you die a thug life.

    It's important to point this stuff out, get the word out to the youth of today, they can be fully informed of how different lifestyle choices will impact their life. And by impact I mean like a car driven into their head, or a bullet penetrating their eye (Timothy Wilson).

    We also need to inform the broader public that north Minneapolis is safe for the everyday citizen. If you aren't looking for trouble, it's very unlikely that trouble will find you. No higher random crime statistics than other parts of the city.

  3. Anon 12:51, I agree. I'd like to see that verified in some way. Included in that verification should be some kind of definition of what a "random crime" might be.

    Anon 7:49, I saw Mr. Meeks' criminal background as well before writing this post. I declined to publish it at that time since I was unsure if there was a correlation between that and Enge's homicidal actions. For similar reasons, I did not go into detail about Ms. McKnight or anyone else who was connected as victims to the infant who was shot.

    However, the criteria for what I personally write and the criteria for substantive comments that get approved are not one and the same. Still, I emphasize the other point: I'd like to see your claim about random crime verified.

  4. I don't know about statistics regarding how safe Nomi is for people who don't have criminal records, but I am familiar with the cliche statement: "lie down with dogs and wake up with fleas", which seems to be applicable to many of the criminals and their victims here.
    Not to mention the concept of Karma. Everything comes back around eventually, and sometimes it does so with a vengeance.

  5. You should not feel that a person is a thug for having a criminal past some people do change and that is something that you should also think about before you judge. The pain his mom is in and to read how you rip apart her son is so wrong and you're suppose to be setting an example for our youth try telling them that Enge had severe mental problems and instead of locking him up he should have been hospitalized a long time ago, and if you're going to post about him why not explain his last case that was the worst.

  9. Mr Meeks certainly didn't deserve to be killed, though this incident could have been avoided entirely if he hadn't associated with his killer in the first place. Clearly, the suspect here had a well-known history as a rotten person, and anyone with a lick of sense should know to steer clear of somebody like that. Of course, in this case, the victim wasn't an angel either (birds of a feather, etc.) It's not shocking to discover that putting together two people who both have issues with obeying the laws set up by society could result in one of them ending up dead. It's not fair, it's not right, but it's not entirely unexpected, either.
    I'm a little concerned about a statement made by a poster identifying him/herself as family of the victim, Maurice Meeks, that I'll quote here: "yea you have been in trouble in your life like most of us" -Does "most of us" refer to the Meeks family, or the general public of North Minneapolis? If it's the latter, I'm concerned, because the quote seems to assume that it's the rule rather than the exception that folks in North have criminal records. While I wouldn't be surprised to learn that we have a slightly higher than average percentage of citizens with criminal records, given the socioeconomic makeup of the area, I take issue with the idea that "most" of us around here have "been in trouble" like Mr. Meeks has. All my neighbors and friends in Nomi are law-abiding folks. "Most" of us do not live our lives knowing that there are people we've hurt or killed. "Most" of us don't have a public record of shitty things we've done, or a list of people who can count themselves as victims of our criminal actions. It's misconceptions like this that make it so hard for the majority of us here in NoMi to get people from outside our borders to give a crap about what goes on here. Why should they if they think that "most" of the people here are violent criminals whose past records can be looked at as a good indication of what can be expected of them in the future?
    The majority of people here just want to live in peace with each other. We don't get into fights and spill each others blood, and we don't want to accept the violence that happens here as a way of life.
    We are defined by our actions, good or bad. Mr Meeks had a tragic death, and obviously leaves behind people who loved him, but that doesn't automatically make him a saint, and it's an affront to the memory any human being who has lived to overlook the actions and choices they made in their time on this planet, good or bad... Mr. Meeks made some bad choices (well, a lot of bad choices) but they were his none the less, and are how he chose to define himself and live his life, like it or not. Maybe if people were a little more conscious of the fact that their actions do reflect on and follow them, they'd make better choices in the first place.

You know why you say you have the perfect neighbors Meeks aunt lives right by you and she is hurting soo bad so instead of hiding behind a computer downing people knock on her door and offer your condolences instead of negativity.You cannot assume that everyone with a criminal past is a problem person some people just had a hard life and made some wrong choices, and you asked why was he hanging with amecio AKA red well they( the family) have known red for years and honestly I did too. For him to be this cold hearted person that you say he is then fault the system because the things he just did recently to go to jail for the minor he abused.     I'm curious about where North's criminals live, how they came to be there and under what circumstances they stay. How does someone with a long criminal record find housing? If "bad landlords" rent to "bad people," do they actually sign a lease? There doesn't seem to be much data on the subject. Hence, my question about who the landlord was....

  25. I can promise you that most of the more hardened, career criminals are not actually on anybody's housing paper trail. They "stay" with baby momma's and momma's and crash at cousin's, auntie's, and gramma's when relationships get rocky.

    They aren't on leases, mortgages, section 8 voucher paperwork, welfare/public assistance paperwork etc. They are somewhat invisible to paper trails and I even wondered the other day how many men 18-50 or 60 y/o were just simply not counted anywhere at all during this past census effort. It's mind boggling.

    Any one who has had exposure to problem properties, management of rental housing and related efforts knows that the problem people are not the people that officially live there, it is 98% of the time people who are not supposed to live there or not supposed to be there at all.

  26. Right--this is what I think as well (that landlords may not be "renting to" criminals--the criminals just show up.) So, I just don't understand the City/Neighborhood focus on making landlords pay big property license/inspection fees/feel unwelcome in the big picture/boarding up properties which then sit empty, etc.

    I've never had to work with a bunch of landlords so maybe I'm way off track here, but it seems like most problems arise as a result of what happens after a rental contract is signed, not before. And a default belief that anything that happens after the contract is signed must be the landlord's fault seems, well, odd.

    So what I'm getting at here is that the community (of which the landlord is a member) needs to be able to request, reinforce, and if necessary enforce standards of behavior from people who live in the community. Preventing people from allowing criminal types onto their property is tricky, especially if the criminal types are family members, so it could take a lot of careful coordination to actually make it happen. The common elements are safety and awareness.

    What about encouraging landlords to pick up rent in person instead of having checks mailed? Or encouraging a best-practice of bimonthly inspections? The precinct or neighborhood organization could host a "rent day" once a month or something. Requirements that a tenant disclose if convicted felons are coming on the property? (Not sure about the legality of that.) In any case, the current dysfunctional relationship between landlords and residents seems to allow a lot of unacceptable behavior to slip by unchecked.

    One thing that might also be helpful would be to require that landlords escrow (over time, if necessary)enough money to pay for emergency repairs to a property if it is trashed, or cover a couple of months' rent if a tenant has to be evicted in the middle of winter. There would be a few ways to set this up so it might provide a tax advantage to the landlord/include some funding from govt., etc. And it might help avoid the cascade of failures that can lead to a boarded property.

    - Any good landlord, small or large, is managing their money in a way to build a reserve fund. It's basic sound business practices and if they have their funds stretched so thin that they are not building a reserve fund, then that is the first sign that they will fail, in my opinion.

    You do have a good idea about landlords picking up their rent checks in person, but I don't see any way to require this, not from the city or from neighborhood orgs, but you only said encourage, not require. Yes, landlords adopting a sound business practice of getting to their properties in person is a VERY wise business practice. If they care about their asset they will get there as often as they can, and what better time to do that than at rent collection time. It probably would create a more payment responsible relationship between tenant-landlord as well.

    There is virtually no way that any ban on having convicted felons visit the property would fly in any state. I don't think a ban on a certain "type" of person straight off the bat is going to fly, but trespassing someone after they have caused a certain amount of trouble or certain types of trouble would be reasonable and expected.

    It's all about landlords knowing what the h--- is going on at their property, their asset. Who is there all the time? Who is sleeping there? Who is visiting and what are they up to? What time of day brings what kind of behavior? What people are having what affect on your asset?

    If the landlord does not care enough to have an active role in in the answers to these questions, then likely, it will be some sort of a problem property such as eye sore, behavioral/livability problems etc.

    In the industry, we struggle with this all the time. How to manage the people's behavior on/in your property? I feel it starts from the very first interaction with the prospective renter. The prospect needs to know from minute 1 that there is a very active landlord who will be "all up in your business" and will have a very strict conduct policy. A landlord/manager who will be monitoring how loud your music is, how clean you keep the house/yard, how you take your trash out (put it in bags!) how many beds will be in the rooms? Who will you be hosting at your new rental house? What the neighbors will be reporting about you, etc. It starts with the landlord making a strong first impression that this house will be a nice, decent, enjoyable place for you to live with your family AND it will be a nice, decent house on a nice block for the surrounding neighbors to enjoy as well.

    If a prospect knows from the get-go that he/she will be having the baby-daddy, and the cousin from Chicago and the brother who is in and out of jail coming to "stay" at the house, then that prospect will likely not apply and not go through with the rental.

    If a landlord wants to get away with a run-down house, rented by people with limited options who won't complain about the poorly-patched plaster walls, the leaky faucet, the unkempt yard; a prospect who is still interested after seeing the mismatched windows and ugly-ass vinyl-stucco half-ass home repair and the pamiko-railing and the lack of a garage or driveway or monotone house/trim paint job etc - then they will find a symbiotic relationship and engage in a mutual business deal where the landlord can get away with substandard housing, the prospect who doesn't have many options can get away with the criminal record, the over-occupied rental, the poor rental history track record etc - and the surrounding neighbors will be the ones to suffer both from the ugly, unkempt house and the badly behaved adults and children that will congregate at the rental.

    When the renters act up, the landlord will throw their hands up and say "I can't control what they do, I can't help who they have over, It ain't my fault, it ain't the houses fault". Meanwhile, out in the suburbs, there are property managers whose salary is based upon performance, which includes physical inspections and conditions of the property, number of violations and problems from the city entity, number of police problems and police calls etc.

    Suburbs have gone to a rental license system that incorporates measurements such as 1)how actively they have participated in crime prevention and rental housing seminars that are hosted by the city 2) how many nuisance property calls the property has received 3) hosting property wide events such as national night out celebrations or fire prevention meetings etc.

    Some suburb rental license conditions have strict standards such as if one address gets police problem calls in a 12 month period the owner is required to terminate the lease. If the owner does not comply and terminate the lease then the entire rental license is revoked and they can not do business in that city.

    I could keep going but time doesn't allow - point is it takes a caring, active landlord who is savvy to urban rental issues, and it takes city management to come up with the right carrot and stick approach.

    My opinion is city of mpls needs more sharp/swift teeth!

    If a prospect knows from the get-go that he/she will be having the baby-daddy, and the cousin from Chicago and the brother who is in and out of jail coming to "stay" at the house, then that prospect will likely not apply and not go through with the rental.

    If a landlord wants to get away with a run-down house, rented by people with limited options who won't complain about the poorly-patched plaster walls, the leaky faucet, the unkempt yard; a prospect who is still interested after seeing the mismatched windows and ugly-ass vinyl-stucco half-ass home repair and the pamiko-railing and the lack of a garage or driveway or monotone house/trim paint job etc - then they will find a symbiotic relationship and engage in a mutual business deal where the landlord can get away with substandard housing, the prospect who doesn't have many options can get away with the criminal record, the over-occupied rental, the poor rental history track record etc - and the surrounding neighbors will be the ones to suffer both from the ugly, unkempt house and the badly behaved adults and children that will congregate at the rental.

    When the renters act up, the landlord will throw their hands up and say "I can't control what they do, I can't help who they have over, It ain't my fault, it ain't the houses fault". Meanwhile, out in the suburbs, there are property managers whose salary is based upon performance, which includes physical inspections and conditions of the property, number of violations and problems from the city entity, number of police problems and police calls etc.

    Suburbs have gone to a rental license system that incorporates measurements such as 1)how actively they have participated in crime prevention and rental housing seminars that are hosted by the city 2) how many nuisance property calls the property has received 3) hosting property wide events such as national night out celebrations or fire prevention meetings etc.

    Some suburb rental license conditions have strict standards such as if one address gets police problem calls in a 12 month period the owner is required to terminate the lease. If the owner does not comply and terminate the lease then the entire rental license is revoked and they can not do business in that city.

    I could keep going but time doesn't allow - point is it takes a caring, active landlord who is savvy to urban rental issues, and it takes city management to come up with the right carrot and stick approach.

    My opinion is city of mpls needs more sharp/swift teeth!

  30. Nomi passenger, great points! Do you know of a rental agreement/conduct covenant that addresses these issues? And would such a thing fly with Section 8?

    I do also think that landlords who are willing to take on these standards ought to be welcomed with open arms by the neighborhoods. I know what II means about needing more homesteaders, but I think the numbers are such that there just aren't enough homesteaders to attract more homesteaders without getting rental property owners on the happy train somehow....

  32. @Anon 8:04pm, as far as addressing some of these issues into a rental agreement or conduct covenant - I'm guessing you are mostly referring to unauthorized occupants and guests who cause trouble - the answer is yes. YES, absolutely a (good) landlord should have language in the lease agreement about 1) a guest policy: defining a guest as a visitor and language about the leaseholder absorbs ALL responsibility for any and all guests and that guests need to be WITH the leaseholder at all times i.e. the leaseholder shouldn't be gone and the "guest" shouldn't be hanging out around the front yard and front stoop all day long. And the lease agreement language should define a guest versus an unauthorized occupant i.e. an overnight guest for 14 consecutive nights or more than 30 days total in a 12 month period has ceased being a guest and has become an unauthorized occupant and the landlord should notice this and should also address it with the resident.

    It doesn't mean that guest can't be there anymore, it means the unauthorized occupant should be forthright with his/her identity, agree to have a criminal background report pulled, and have a frank discussion with the landlord about where he or she lives. If they can not prove they live somewhere else then they should agree to be added to the lease and if there is any subsidized housing agreement then they need to agree to be reported and added to the subsidized housing paperwork so that any income that comes with this person is documented and calculated into the resident and HUD portions of the rent (section 8 means resident pays 30% of income towards rent, HUD pays remainder).

    The most common form of housing fraud is unauthorized residents who are occupying a subsidized rental unit and are not reporting their income to the household's HUD certification. Think about it: you are a section 8 recipient and your income is $1000/month. You have a boyfriend who makes $1800/month. If you just pretend that he doesn't live there, then his income doesn't get counted towards your rent calculations, but his income is definitely supporting the household.

    Most renters who are being dishonest about all the people that are actually living at the house have a reason why. The person is either an ex-con that would otherwise bring a lot of baggage as far as trying to get approved or perhaps the female is recieving some form of public assistance benefits for being a single mom and needs to "appear" to live separate from the father/male or perhaps the situation I already mentioned where the renter recieves HUD subsidized rent and does not include all the occupants who are bringing income into the household as an attempt to keep the resident portion of rent down.

    I've gone off on another tangent, I could write endlessly about this stuff; but to answer the Anon's question - yes most definitely this sort of thing, and conduct in general, can be addressed in rental agreements and addenduma.

  34. Everyone can have there opinions and how they feel, but noone should ever judge. Past criminals are not always present and future criminals. No one not even the police
    really know what happened or why it happened. No one deserved to die that day, but no one should judge or assume. Alot of cases in the world people get locked up on bull shit. Charging this man for the death of a close friend who said he had nothin to do with it then passed away. Makes it easier for the case to just pin it on the known criminal. Amecio has been a close and great friend to me throughout his entire list of charges and for 9 years I'd never been scared of him or thought of him as a criminal. And Im not a northsider or have any criminal backround so not in your eyes dirt stickin up for dirt. Amecio has had a life that most couldn't survive and he is always dealing with judgin and no one knowin. Give his address out why thats petty and childish.

  37. Amecio Navarro Enge AKA "Red" will "try to escape" a fight with men, run over them, shoot at them.... but will chase down, choke, beat and rape females!!! Yes... nice man!!! The system did try to help him with his mental issues. His family CHOOSES to be the way they are. They had opportunities to live normal, decent lives.... they don't WANT to.
